⚠️Important Program Update – August 2025

Glendale’s Community Action Program (CAP) rental assistance application portal is CURRENTLY CLOSED.

To ensure fair and timely processing, we are limiting the number of applications to 100 at this time due to limited funding.

  • Once 100 applications have been received, the portal will temporarily close.
  • If funding remains after those applications are processed, the portal may reopen.
  • Please continue to check back often for updates.

Because this program is grant funded and assistance is limited, capping applications help our team carefully review each request and provide timely support to those in need. Thank you for your understanding.


Rental Assistance Eligibility

Applicants must:

  • Live in Glendale
  • Either:
    • Have legal and physical custody of at least one minor child in the household, OR
    • Be an elderly or disabled applicant
  • Be experiencing a financial crisis
  • Meet income limits
  • Be at risk of eviction

Utility Assistance Eligibility:

Applicants must:

Application Guidelines

  • Applications are processed first-come, first-served.
  • Required documents must be submitted within 72 hours of applying, or the application will be denied and you will need to reapply.
  • Applications will be processed as quickly and efficiently as possible.

Emergency Shelter or Homelessness Services

Coordinated Entry (CE) is a standardized system in Arizona that connects individuals and families experiencing homelessness with housing and support services.

Coordinated Entry for Single Adults

In Maricopa County, single adults (18+) can access CE services through the Brian Garcia Welcome Center, operated by Keys to Change.

Families with at least one adult and one minor child (or a pregnant adult in the third trimester) should contact the Family Housing Hub (FHH).
