Khala Stanfield Brings Experience in Research, Analysis and Strategic Planning

The city of Glendale is pleased to welcome Khala Stanfield as the new Director of Organizational Performance. In her role, Stanfield will oversee the development and implementation of organizational strategy to drive performance improvements for the benefit of residents, businesses, and employees. Most recently Stanfield served in a Management Assistant II role for the city of Phoenix in its Budget and Research Department.

As Director of Organizational Performance, Stanfield will supervise the activities and staff within Glendale’s Organizational Performance Department. The department facilitates the continued development of the city’s strategic plan and balanced scorecard initiatives. It also manages the city's business intelligence and analytics programs. That data helps the city understand its operations in order to further its mission of improving the lives of the people we serve. This position also provides leadership support for Glendale’s independent audit program.

“I am excited to have someone with Khala’s expertise, talent and enthusiasm come on board to improve the performance of local government, “said Glendale City Manager Kevin Phelps. “She has lived all of her life in the West Valley and that understanding of our community means she will be able to make an immediate impact on our organization.”

“Joining the Glendale team gives me the opportunity to use my combination of skills to help Glendale provide more efficient service for the city and its residents,” said Khala Stanfield. “Data management is more important than ever as organizations look to track performance and allocate resources to reach strategic objectives.”

Stanfield has a Masters of Business Administration degree from the University of Phoenix. She has 22 years of public service work experience in budget and finance analysis and strategic planning. Prior to her work for the City of Phoenix, she served as a management assistant to the finance director in the city of Goodyear. Stanfield also brings extensive experience from the State of Arizona, where she served as a Budget and Expense Analyst at the Department of Health Services and as a Deputy Financial Manager and Executive Director of the State Employees Charitable Campaign at the Department of Administration.

She serves as a board member for both the Arizona State University’s Alumni Chapter and the National Forum for Black Public Administrators – Central AZ Chapter.

Stanfield will join the city of Glendale on February 1, 2021.
