Glendale Mayor and Councilmembers Sworn In

Glendale Mayor Jerry P. Weiers, Vice Mayor Ray Malnar and Councilmembers Joyce Clark and Ian Hugh marked their return to the City Council with a virtual installation ceremony and celebration in the Glendale City Council Chambers on Tuesday, December 8, 2020.

The Mayor and Councilmembers were re-elected earlier this year and took their oaths of office during the ceremony held after the city’s regularly scheduled council meeting. The Glendale Police and Fire Department Color Guards posted the colors. Mai-Ly Duong sang the National Anthem and God Bless America and Pastor Jeff Fillis with Turning Leaf Church of the Nazarene provided the invocation.

During the ceremony, the Mayor and the three newly sworn in Councilmembers expressed gratitude for the trust voters have placed in them and shared their excitement about the future of Glendale.

“I would like to thank all my supporters for their confidence and belief in me,” said Glendale Mayor Jerry Weiers. “I am honored to continue serving with Vice Mayor Ray Malnar, Councilmember Ian Hugh and Councilmember Joyce Clark who also won their reelection campaigns. I know we, and the rest of the seated council are united in our efforts to ensure Glendale is the city you are proud to call home.”

“I am excited to serve residents of the Sahuaro District for the next 4 years as their city Councilman,” said Vice Mayor Ray Malnar, who represents the Sahuaro District. “Over the past 5 years I have worked diligently to stabilize city finances through economic growth and to improve our roads, parks and the appearance of our city. I look forward to working with residents, the business community, city staff and other elected officials to improve the quality of life for residents.”

“I thank my family for their continued and enthusiastic support of my commitment to serve Glendale,” said Yucca District Councilmember Joyce Clark. “I also wish to thank Yucca district constituents for their faith and trust by returning me to office for my 6th term. I congratulate Mayor Jerry Weiers, Vice Mayor Ray Malnar and Councilmember Ian Hugh on their successful reelection efforts. We will continue to work together in the best interests of all Glendale residents.”

“It is an honor and a privilege to be re-elected to continue serving the great citizens of Cactus District,” said Ian Hugh, who represents the Cactus District. “I am grateful for this opportunity, and I look forward to continuing to serve alongside Mayor Weiers and the Council.”

Each Councilmember is entrusted with the powers and responsibilities that are outlined by the Glendale City Charter. They are part of a seven-member City Council which includes Ocotillo District Councilmember Jamie Aldama, Cholla District Councilmember Lauren Tolmachoff and Barrel District Councilmember Bart Turner.

This ceremony marks the beginning of Mayor Weiers’ third term as Glendale’s Mayor. He proudly advocates for military members and veterans by dedicating endless hours to providing resources and support for those who currently serve and have served. With over four decades of experience as a successful small business owner, Mayor Weiers provides the public sector with an unique insight rooted in the desire to reduce the bureaucratic red tape that often hinders small businesses. He is proud of his reputation as a man of his word and down-to-earth guy who enjoys talking with people and solving problems.

Vice Mayor Ray Malnar was first elected to represent the Sahuaro District in 2015. For twenty-five years, Councilmember Malnar has owned and operated a valley-wide flooring maintenance and restoration company, following a successful career in corporate accounting and finance management at UPS. He serves on the following City board and committees: Risk Management and Worker's Compensation Trust Fund Board, Code Review Committee, Business Council Committee, Audit Committee, Maricopa Association of Governments (MAG) Economic Development Committee and formerly on the Government Services Committee.

Councilmember Joyce Clark represents Glendale’s Yucca District. She is a 52-year resident of Glendale. Councilmember Clark most recently returned to the council in 2016, after having served four terms previously. She currently serves on the Arizona League of Cities and Towns Budget and Finance Committee, is Chairperson of the Council Business Committee and serves on the Council Code Review Committee Her past careers include: teaching high school history, owning a small business, being a professional ceramist and founder of a retail craft gallery. Clark and her husband have three children and seven grandchildren.

Cactus District Councilmember Ian Hugh was elected in 2016
after being elected and serving in November 2012 to fill the Cactus District vacancy. He previously served on the City Council from 1986-1991 and has served as vice mayor on two separate occasions. He is currently a member of the Glendale Rotary Club. Councilmember Hugh’s extensive resume in leadership also includes the Glendale Union High School District School Board from 2004-2012, serving as President in 2011-2012. Hugh has served on several committees including as the Chairman of the Glendale Utilities Committee in 1989-1990 and was a member and past vice chair of the Glendale Community Development Corporation. Hugh is a member of the Glendale First United Methodist Church and has been a Glendale business owner for the past 43 years.
