Jean Moreno, Executive Officer

Jean Moreno is the Executive Officer for Strategic Initiatives and Special Projects for the City of Glendale and is responsible for the development, implementation, and performance of the city’s strategic planning efforts, in addition to managing high-level special projects and other organizational initiatives.  Ms. Moreno works closely with internal and external stakeholders to collaborate on a variety of multi-disciplinary initiatives to advance the city’s efforts to be a high-performing organization providing outrageously good customer service. 

In 2017, Ms. Moreno championed the initiative to be accepted into the Bloomberg Philanthropies What Works Cities program designed to help local governments use data and evidence to deliver results for residents.  Her work with the program continues and is aimed at achieving designation as a certified What Works Community.  Since 2013, one of her exciting responsibilities has been leading the city’s operational planning for all national events including the 2015 Super Bowl and Pro Bowl, 2016 College Football Playoff, 2017 Final Four, and the annual Fiesta Bowl. Ultimately, this experience led to being designated as the City Manager’s operational liaison for sports and entertainment district stakeholders.  Finally, Ms. Moreno provides leadership for the city’s participation in Valley Benchmark Cities, Alliance for Innovation, Arizona Women Leading Government, ASU Project Cities, and Arizona Data Collaborative.

Ms. Moreno has worked for Glendale since 1995 and has served in a variety of positions in the Police Department, City Prosecutor’s Office, Innovation and Technology, Economic Development, and the City Manager’s Office.  She is an active member of several professional organizations and holds a Bachelor of Science in Management from Western International University and a Master of Public Administration from the University of Southern California.
