Assistant City Manager
Glendale Assistant City Manager Tom Duensing assists City Manager Kevin Phelps with the day to day operations of the city while overseeing the management and strategic direction of several departments including Community Services, Human Resources, Innovation and Technology, Public Affairs and Budget and Finance.
Mr. Duensing has over 25 years of government experience and was hired in October 2013 as Glendale’s Finance and Technology Director. In 2015 he became the Interim Assistant City Manager and was named permanent Assistant City Manager in February 2016.
Duensing was primarily responsible for identifying a long-term structural deficit in Glendale’s budget and then developing the strategies that brought the city back to financial stability. When he was hired, Glendale had been experiencing a declining financial position since 2009 which had been followed by a series of bond rating downgrades. Duensing fostered changes including new policy direction and a strict savings plan which have resulted in a financial turnaround. Glendale received bond rating upgrades from both Moody’s (January 2016 and April 2017) and from Standard & Poor’s (March 2016). In 2014 Duensing was recognized for his work with the “Turnaround of the Year” award from the Phoenix Business Journal’s Outstanding CFO’s (Chief Financial Officer) Program.
Prior to working in Glendale, he served at the City of Tempe and the City of Maricopa for over 18 years in various roles including Accounting Supervisor, Deputy Finance Director, City Auditor, Finance Director and Assistant City Manager. He has also worked as an auditor in public accounting specializing in local government audits and served for 2 years in the Arizona Governor’s Office.
Mr. Duensing holds a B.S. in Accounting, an M.B.A., and is a Certified Public Accountant. He is a member of the Arizona City/County Management Association, the Government Finance Officers Association of Arizona, the Government Finance Officers Association, the American Institute of Certified Public Accountants, and serves on the Board of Directors of the Arizona Society of Certified Public Accountants.
Assistant City Manager
Jack Friedline was promoted to Assistant City Manager effective September 30, 2017 after three years as the City of Glendale's Public Works Director. He brings over 35 years of Public Works experience to his position including tenures with the City of Buffalo, New York and the cities of Phoenix, Mesa, and Goodyear in Arizona. He has held positions such as Water Plant Operator, Facilities Superintendent, Solid Waste Management Director, Deputy Public Works Director, Public Works Director, Development Services Manager and Deputy City Manager.
Jack has a BS in Urban & Regional Planning from Buffalo State University and a Master’s in Public Administration from ASU.
