About Us

The Glendale Community Action Program (CAP) helps citizens become self-sufficient while they are experiencing a financial hardship or crisis in their lives.

Our Mission

To provide responsible and efficient support services that foster self-sufficiency and emotional stability when individuals or families are experiencing a financial hardship or major life crises.

Community Action Program provides various types of assistance to prevent homelessness, such as case management, information and referral to local social service agencies.  CAP provides direct financial assistance for those households that are eligible such as:

  • Utility payment
  • Utility deposit
  • Mortgage payment to prevent foreclosure
  • Rent payment to prevent eviction

Please call 623-930-2460 for appointment information on utility, rent and mortgage assistance only.  Appointments are limited and based on availability of funding.

Basic Requirements:

These programs are funded by DES Division of Aging and Adult Services, Arizona Community Action Association (ACAA), Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Shelter Grants (ESG) programs, based on funding availability.

For more information on all other programs, please contact our office at (623) 930-2854. Persons with a disability may request a reasonable accommodation, such as voice phone through AZ Relay TTY at 1-800-367-8939. Requests should be made early to allow time to arrange the accommodation.
