 Joyce Clark represents the Yucca District which includes a portion of south and all of western Glendale. Councilmember Clark was the first representative for the district and was elected in 1992. She served in that position until 1996. After a brief hiatus, she ran again in 2000. She defeated the incumbent as a write-in candidate, an event that had never before occurred in Arizona. Councilmember Clark has served continuously from 2000 to the present.
During her 14 years of service Councilmember Clark has served on several Council subcommittees including Utilities, Budget and Government Services. She is the current Chair of the Government Services Subcommittee. Additionally, she is a member of the Public Safety and Crime Prevention Steering Committee of the National League of Cities. She is past Chair and a current member of the Western Maricopa County Enterprise Zone, served as Chairperson of the Luke Air Force Base Environmental Restoration Committee and the Maricopa County Open Spaces Committee. Councilmember Clark is also a past Board member of the Back to School Clothing Drive and Theater Works and is a charter member and secretary of the newly formed Kiwanis of Westgate Club.
Councilmember Clark has been a resident of Glendale since 1968 having moved to Arizona from New Jersey. She is a graduate of the College of Notre Dame with majors in US History and Education. Prior to becoming a councilmember, Joyce Clark owned a bookstore, taught US History at the high school level, was a professional potter and owned an art gallery. She and her husband, Charles, a retired electrician, have 3 children and 7 grandchildren. Their adult children are a law enforcement officer, retired after 20 years of service, a municipal fire fighter and a registered nurse.
