Water Conservation - Landscape Rebates - Existing Home Conversions

Existing Home Conversions

Purpose: To encourage a permanent reduction in the amount of water used for landscaping purposes—to save water.

You can reduce your outdoor water use by 50 percent or more by installing xeriscape, low-water-use landscape.

Receive as much as $750 for converting grass to low-water-use landscape.

How do I qualify?

  • Homeowners must remove or otherwise eliminate at least 500 square feet of grass.
  • Removed grass area must be landscaped (not left as bare soil).
  • More than 75 percent of the new landscape plants must be on the state’s recommended low-water-plant list. CLICK HERE for the plant list (pdf).
  • Homeowners must show proof of grass conversion by providing before and after pictures or by scheduling an on-site inspection prior to the grass removal.
  • Conversion work (of more than 500 square feet) must be completed within the last 12 months.

Please note: Due to the Health Advisory on potential lead exposure issued by the Center for Disease Control in June of 2008, the installation of artificial grass will not qualify for a landscape rebate.


Landscape Rebate for New Homes

Receive a $200 landscape rebate for new homes. Install a low-water-use xeriscape landscape and receive a $200 rebate from the City of Glendale Water Conservation Rebate Program.

For new homes to qualify:

  • More than 50 percent of the total landscape (front and back) must be non-grass. This does not include pools, buildings, patios or driveways as part of the landscaped square footage.

  • Landscaped area must exceed 1,000 square feet.

  • Both front and back must be landscaped (unplanted bare soil areas do not qualify).

  • More than 75 percent of trees and shrubs must be on the state’s recommended low-water plant list (visit   http://www.water.az.gov/ to view the list).

  • Landscape work (of more than 1,000 square feet) must be completed within the last 12 months.

Non-residential Cost/Share Landscape Rebate Program

(Homeowner associations, multi-family units and businesses)

Purpose: to promote a permanent reduction in the amount of grass used for landscaping purposes—to save water.

Criteria: Homeowner associations, multi-family units or businesses may apply. All of following must be met to qualify:

  • The organization applying for the rebate must participate in the Water Budgeting Program.

  • At least 1,000 square feet of turf must be removed. Applicant must provide proof of existing turf through an on-site inspection prior to construction.

  • Removed grass area will be landscaped (bare, unplanted soil is unacceptable).

  • An application must be submitted along with three estimates of the work to be completed.

The non-residential cost/share rebates are awarded once or twice a year to eligible applicants. The number of rebates awarded each year will depend upon availability of funds. Rebates would be awarded in the order that the applications are received (from the date that the complete application is received) on a first come, first served basis.

Qualified applicants are eligible for the following:

  • $1,500 for completion of the Water Budgeting process and $150 per 1,000 square feet of grass converted (to non-grass landscape)

  • A limit of $3,000 awarded per application

  • A property is permitted only one application per year

The rebate is not retroactive and does not apply to work completed before July 1, 2005.
