This funding will enhance the current system to include access to ‘real time’ crime data for crime response and analysis and enhanced access to critical information for officers responding to calls for service.

This purpose of this project is to enhance the ability of the Police department to investigate and support the successful prosecution of offenders.
Description:
The STOP Violence Against Women grant will fund training and equipment for victim assistance case workers and detectives assigned to investigate and prosecute crimes of violence against women and children. Equipment includes the purchase of a portable camcorder, which will assist with filed interviews of victims and suspects when conducting interviews at medical facilities or other locations. It will also fund alternate light sources equipment for detectives, which helps identify and preserve biological evidence at crime scenes. Case management software will be updated with this funding, so the department can continue to maintain full compliance with Federal and State victim’s rights mandates.

Visual Improvement Program: To date five (5) projects have been completed. The projects range from landscape improvements to new signage and a complete façade renovation.
Floralcroft Neighborhood Improvements: This project is 100% complete.
Valley of the Sun School and Habilitation Center: This project is 100% complete.
O’Neil Community Park Sports Field Project: The exterior painting of these public housing units was completed. Currently the appliances and the bathroom fixtures are in the bidding for a vendor and contractor. This project is 70% complete.

Overview: The ARRA, through CDBG-R, provides stimulus funding that is intended to quickly create jobs and address physical improvement needs. These are the “bricks and mortar” part of the program which can be used to provide funding for a variety of projects that help revitalize the eligible areas.
Description:

Visual Improvement Program: $140,000 to continue this very popular and successful redevelopment tool in the eligible City Centerline area. The program is designed to assist in the improvement of commercial or industrial properties by offering rebates of up to 50% of any qualified improvement costs, with most projects receiving funding in the range of $15,000-$30,000. All commercial or industrial properties in the city’s Redevelopment Area (Orangewood-Maryland, 43rd- 67th) are eligible.
Floralcroft Neighborhood Improvements: This downtown neighborhood received a previous Neighborhood Improvement Grant for formal design work to improve the rights-of-way in the area of State-Myrtle, 59th-Grand. It is recommended $240,000 be used to install historic streetlights (with the necessary electrical improvements), grading and drainage, improvement to the existing curb and gutter, ADA ramps, modifications to existing driveway aprons, new landscaping (trees) and required irrigation to the trees.
Valley of the Sun School and Habilitation Center: $50,000 for upgrades (bathrooms, ADA upgrading, etc.) of existing scattered site group homes. This non-profit organization requested funding in the year prior’s CDBG application process, however, only a portion of the funds were available. Additional funding of this project will allow the organization to continue the modernization of its facilities.
O’Neil Community Park Sports Field Project: $135,000 for the reconstruction of a new sports field at the O’Neil Park. The project would include necessary survey work, site grading and preparation, irrigation modification and the installation of 150, 960 square feet of new sod. All who use the field will benefit from this new construction.

Homeless Prevention and Rapid Re-Housing Program

This quarter the grant provided assistance to the city of Glendale residents and worked on improved processing of clients. This resulted in sustained expenditure amounts compared to previous quarters. 76% of the funding that was allocated has been spent. The funds are projected to be fully expended by the end of 2010.
Overview:
The Homeless Prevention and Rapid Re-Housing Program funds will be used to target two populations of persons facing housing instability: 1) individuals and families who are currently in housing but are at risk of becoming homeless and need temporary rent or utility assistance to prevent them from becoming homeless or assistance to move to another unit (prevention), and 2) individuals and families who are experiencing homelessness (residing in emergency or transitional shelters or on the street) and need temporary assistance in order to obtain housing and retain it (rapid re-housing).
Description:
80% (approximately $694, 733) of the Glendale HPRP funds are earmarked for assistance to eligible Glendale persons in need of rental/utility assistance.
20% (approximately $173,683) will be used for “Rapid Re-housing” portion of the program, targeting to families that were recently foreclosed on in Glendale.
Under this program, the city’s Community Revitalization division will partner with the Community Housing division, Community Action Program, and outside non-profits (St. Vincent DePaul and Homeward Bound).

Overview:
The Glendale Community Housing Division received $314,325 in Public Housing Capital funds to assist it with the modernization of its public housing units.
Description: These funds were used by the Community Housing Division to remodel and update51 public housing rental units at Lamar Home, located at 61st Avenue and Lamar Road. This complex was originally constructed in 1951 and is the oldest complex owned and operated by the city. Specific improvements included interior kitchen remodeling such as the needed replacement of appliances, cabinets, countertops, and low-flow faucets. This funding resulted in providing employment for general laborers, cabinet and countertop installers, tile setters, and electricians.

The goals of this Recovery Act grant are to improve energy efficiency, reduce greenhouse gas emissions to improve air quality, increase public awareness of the importance of conserving energy, and stimulate the economy by incorporating new job creation or retention of existing jobs. Grant funds must be used to develop and implement short and long range strategies and programs that specifically address the grant goals. All projects must start within 4 months of the award, be completed in three years or less, and provide energy-related employment opportunities.

Installation of New Traffic Signal Cable at 36 intersections along with 61 New Traffic Signal Cabinets, 26 New Traffic Signal Controllers, 9 CCTV Cameras.
Description:
New signal cable will replace and modernize older infrastructure. The new cable will reduce frequency of maintenance and on-going costs for repairs. The cabinets and controllers will reduce trouble calls and provide the city with the most up to date traffic signal equipment. The new equipment will provide more flexibility to adjust signal timing and phasing, which will enhance safety and provide for more efficient traffic flow by reducing vehicle stops and delays. This project will expand remote monitoring capabilities by installing closed circuit television (CCTV) cameras and connecting them to the traffic management center. These cameras provide real-time images of traffic giving instant access to current traffic conditions, and monitor the impact of signal timing adjustments.

Glendale received stimulus funding from the Federal Transit Authority to provide operating assistance to the Glendale Urban Shuttle (GUS) and for ADA paratransit services.
Description:
Funding for Transit in the region has become available to local governments through ARRA. The ARRA funds for the region were initially allocated to projects chosen by individual jurisdictions and the Regional Public Transportation Authority (RPTA). Due to lower than expected costs, savings from these projects have been pooled and redistributed to member cities of RPTA. A process for allocating these regional funds was approved by the RPTA Board.

In order to expedite use of these funds the RPTA Board placed higher priority on fixed route, circulator and Americans with Disabilities Act (ADA) paratransit operating assistance. Based on the RPTA Board action, Glendale’s share of ARRA funds will be $74,874 of which $4,610 is operating assistance for the Glendale Urban Shuttle (GUS) based on the number of annual revenue miles and $70,264 is operating assistance for ADA paratransit service based on the number of ADA trips in FY 200809.
Phoenix is designated as the regional recipient of FTA grants, and distributes the federal funds to cities in the metropolitan area.
