JOB ELEMENTS INCLUDE:
- Reviews Human Resources systems and operations; analyzes the potential for automation through specialized programming, software packages, microcomputer applications or other means; prepares reports on findings.
- Researches, analyzes, and evaluates requests for new or improved automation systems; conducts feasibility studies.
- Designs or re-designs, debugs, tests, and implements complex HRIS applications to enhance performance or satisfy user requests.
- Manages system development projects with in-house or consultant staff.
- Performs maintenance support and project management on new or existing programs or systems.
- Creates and tests new computer programs; works with business users to prepare test plans and to assist in testing and quality assurance of vendor patches, system upgrades, customizations, and implementations of new PeopleSoft modules.
- Provides technical assistance to City staff; solves user problems with existing automated systems.
- Provides training to City staff regarding automated systems and programs.
- Evaluates workflow and methods and recommends and implements appropriate automated systems and procedures.
- Develops documentation of programs and systems for users and operations personnel including written instructions, listings, input and output data, manuals, and forms.
- Researches, evaluates, and recommends application systems and software packages.
- Provides technical support to City staff.
- Coordinates with vendors for product evaluations.
- Performs other related duties as required.
MINIMUM QUALIFICATIONS: Bachelor's Degree in Information Systems, Computer Science or a related field and two years experience in computer programming and systems analysis and design. Preferred/desired skills include:
- PeopleSoft HCM experience in a Human Resources environment including strong functional knowledge of PeopleSoft HCM (core HR, Base Benefits, Payroll, Talent Acquisition Manager, and/or e-Applications) modules, familiarity with PeopleTools and PeopleSoft data security (i.e., user authentication, access control);
- The ability to research, analyze, and assist in the implementation of new modules or functionality;
- Troubleshoot and clearly document issues;
- Manage business user expectations by providing timely feedback and document resolutions;
- Develop and conduct training;
- Evaluate and improve existing business processes and assist in the development and documentation of functional design requirements;
- Knowledge of reporting tools such as Query Manager, SQR, Crystal Reports, and Visio.
Must have excellent interpersonal and communication skills, the ability to take initiative, work with peers, share knowledge, and work with business users at different levels of technical knowledge. Any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities, is qualifying.
