Note: This vacancy currently exists in the Housing Division. The Housing Supervisor position will focus heavily on Section 8 and Public Housing Budgeting and Accounting. Applicants who applied in the last three months need not re-apply.
JOB ELEMENTS INCLUDE:
- Performs professional, highly detailed work in budgeting, accounting and grants administration regarding compliance with HUD’s complex federal guidelines for grants, including the public housing capital fund modernization program and accounting functions.
- Directs, plans and provides general supervision to support and professional staff.
- Supervises, coordinates, directs, and evaluates the staff of Section 8 and Public Housing Programs, and/or the housing accounting programs and trains staff on program procedures, processes and new priorities and/or changes.
- Oversees/prepares public notices, grant application process, LOCCS, SAGIS and VMS.
- Prepares and monitors the annual budget; reviews and approves quarterly cash transaction report and the year-end audit working papers; acts as an external auditor liaison.
- Reviews the work of subordinates to ensure HUD program compliance; evaluates staff based on results.
- Prepares Housing and Urban Development (HUD) and City reports, correspondence, and other documentation as requested.
- Updates the procedures manual to keep current with revisions and changes.
- Provides information to tenants, owners/landlords, and customers regarding regulations and rules of the housing program; and ensures positive public relations and communications with all persons doing business with the Community Housing Division.
- Mediates disputes between participants and landlords or unsatisfied customers.
- Enforces HUD regulations and assures compliance with HUD performance indicators.
- Participates in management team efforts to improve the overall operation of housing facilities and the extension of services.
- May work with tenant and community groups, and law enforcement agencies to improve housing, solve problems and share information.
- Presents evidence in administrative hearings and court proceedings.
- Represents Glendale Community Housing at meetings and on various committees.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS: Five years of experience in housing administration and a bachelor's degree in business or public administration, or a related field. Three years of supervisory experience required. Public Housing Manager Certification preferred. Preference will be given to applicants with experience in Section 8 and public housing budgeting and accounting. Any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities, is qualifying.
