JOB ELEMENTS INCLUDE:
- Plans, organizes and directs the research, planning, and implementation efforts designed to achieve the economic development, redevelopment, and downtown redevelopment objectives as set forth by the City Council and City Manager.
- Directs the formulations of redevelopment and economic development policy and their implementation.
- Prepares, implements, monitors and administers long range development and redevelopment plans and dispositions and development agreements.
- Writes, interprets, and enforces all city ordinances pertaining to economic, redevelopment and downtown development.
- Meets with internal staff, developers, architects, bankers, business owners, landlords, etc., to develop new programs or change existing policies to attract and retain new and expanding business.
- Serves as city representative in regional business activities and public and quasi-public meetings.
- Briefs City Council, City Manager, and Management Team to review or to recommend courses of action on business and community development.
- Negotiates incentive, development and consulting agreements with tenants, owners, architects, contractors, developers, employers and others.
- Serves as arbitrator/mediator between staff and private sector interests such as employers and developers to ensure equity and avoid costly delays.
- Directs the preparation and administration of the annual Chamber of Commerce contract with the City for economic development activities.
- Formulates agendas and provides staff support to the Municipal Property Corporation; provides policy interpretations and staff support to the Industrial Development Authority.
- Makes presentations to City Council, Management Team and public regarding economic and redevelopment programs, issues, policies, initiatives, incentives and development agreement.
- Makes presentations to businesses seeking to relocate or expand in the city.
- Responds to media, citizen, business inquiries and complaints.
- Prepares grant applications.
- Prepares comprehensive technical, feasibility and administrative reports and studies.
- Assigns and reviews the work of subordinates and evaluates their performance.
- Prepares, presents and administers the departmental budget in accordance with program goals and objectives.
- Provides quality customer service; ensures that departmental staff and programs provide quality customer service.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS: Bachelor's degree in economics, planning, business, marketing or public administration or a related field, and five years of management experience in urban economic development, planning or a related field. A Master’s degree is preferred. Any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities, is qualifying.
SPECIAL REQUIREMENTS: Valid Arizona driver's license. Residency in the City of Glendale within 12 months of appointment.
