Northern Avenue Drainage Overlay Project
The City of Glendale has contracted with Knochel Bros Contracting for the Rubberized Asphalt Overlay of Northern Avenue, from 43rd Avenue to 65th Avenue. Northern Avenue was identified as a candidate for mill/overlay in Glendale’s 2009 Overlay Project. However, the storm drain and intersection improvements on Northern Avenue meant that the mill/overlay had to be postponed until improvements were completed.
The overlay process consists of removal of existing asphalt, application of a first layer (base course) of asphalt, and the rubberized asphalt (surface course) onto the road surface. This process requires restrictions for brief periods while the activity crosses side streets and driveways, and officers will be on-site to assist in the movement or temporary stopping of traffic. PLEASE BE PATIENT DURING THIS PROCESS.
The following tentative schedule information is provided regarding the overlay process:
- Work is scheduled to begin the week of July 5th with minor concrete work, such as ADA ramps (Americans with Disabilities Act), in various locations in the project area.
The overlay process on Northern Avenue will be conducted in three segments as follows:
- 43rd Avenue to 51st Avenue – tentatively scheduled for July 5th – July 25th
(Work in this segment will include 47th Ave, from Northern Ave to Harmont Dr, and 51st Ave, north and south to just past the medians)
- 51st Avenue to 59th Avenue – tentatively scheduled for Jul 25th – Aug 15th
- 59th Avenue to 65th Avenue – tentatively scheduled for Aug 15th – Sep 5th
The contractor will work to complete the segments in order, with each segment taking approximately 2-3 weeks to complete. Scheduled dates are estimated, durations may run slightly shorter or longer; however, the sequence will remain the same.
- Scheduled to begin the week of July 5th, the contractor will work between 43rd and 51st avenues. Prior to milling (removing) asphalt, the contractor will work to lower utilities (water valves or sewer manholes in the roadway).
- Once utilities are lowered, the contractor will mill up (remove) the existing asphalt, beginning with the curb lanes. This work will be directly followed with paving of the first layer (base course) of asphalt in this area; and then paving the rubberized asphalt layer (surface course). As this work crosses driveways or side streets, there will be brief periods where the driveway will be restricted until the milling/paving activity crosses completely. Please be patient during this process.
- Once curb lanes have been milled and paved, the contractor will conduct this same activity in the inside lanes (closest to the median) and turn lanes.
- Once milling and paving is complete, the contractor will apply striping, and raise utilities to make them flush with the new road surface.
As the milling/paving process passes through intersections, to include 51st and 59th avenues, these intersections will NOT BE FULLY CLOSED. However, as equipment passes through the intersection, officers will manage and at times stop traffic to accommodate the paving activity. Delays should be minimal, lasting approximately 20 minutes, so please plan your travel accordingly. Business access will be maintained as much as possible during these activities.
The following tentative schedule information is provided for the 51st and 59th avenue intersection rubberized asphalt overlay work:
- 51st Ave/Northern Ave Intersection:
Scheduled to begin Friday, July 15th, at 10 p.m. through Monday, July 18th, at 5 a.m., the following restrictions will be in place at the 51st Avenue/Northern Avenue intersection:
- Only ONE lane northbound and southbound on 51st Avenue will be permitted with RIGHT TURNS ONLY (NO LEFT TURNS) permitted onto Northern Avenue.
- East and westbound Northern Avenue traffic will not be permitted to cross 51st Avenue, and will be REQUIRED TO TURN RIGHT onto 51st Avenue at the intersection.
- Business and resident access will be maintained as much as possible during this work.
- Dates of this work are scheduled, but in the event of a schedule change, variable message boards will be in place prior to the actual closure.
- 59th Ave/Northern Ave Intersection:
- The 59th Avenue intersection will have similar restrictions during the intersection
rubberized asphalt overlay work; however, dates are not yet scheduled. Please watch
for variable message boards which will be placed in advance of the scheduled dates.
