City Council - How Your City Works

The City of Glendale operates under a Council-Manager form of government with a Mayor elected at large and six Council members elected based upon a system of geographic districts. Council members serve a term of four years on a staggered basis and the Mayor is elected for a four-year term. The City Manager is appointed by the Mayor and Council.

The City Council is responsible for setting public policy, approving the City’s annual budget, entering agreements, provide policy direction, making planning and development decisions, and adopting new codes and ordinances. The City Manager is the Chief Executive Officer of the City and manages the day-to-day operations, prepares the City budget, manages all personnel and administrative matters, prepares all Council agendas and implements the Council’s policy and direction.

City Council Meetings

  • Glendale’s Mayor and City Council hold regular meetings to take official action two times each month. These regular meetings are held on the second and fourth Tuesday of the month at 6 p.m. Regular meetings are held in the Council Chambers, Glendale Municipal Office Complex, 5850 W. Glendale Ave.

  • Council workshops are commonly held on the first and third Tuesday of each month at 1:30 p.m. in the Council Chambers Building of the Glendale Municipal Office Complex, 5850 W. Glendale Ave., Conference Room B-3, lower level. The exact dates of regularly scheduled workshops are included on the calendar of City Council Meetings (click here to view now), and officially requested by the City Council at formal Council meetings

At these workshop “study” sessions, the Council has the opportunity to review and discuss important issues, staff projects and future Council meeting agenda items. Staff is present to answer Council questions. There is no citizen comment portion on the workshop agenda.

Generally, paper copies of Council agendas may be obtained after 4:00 p.m. on the Friday before a Council meeting from the City Clerk Department inside Glendale City Hall.  Additionally, the agenda and all supporting documents are posted to the city’s website - click here to view the agenda page now.

City Council meetings are telecast live at 6 p.m. on the second and fourth Tuesday of the month on Glendale Channel 11. Repeat broadcasts are telecast daily.  Check the tv guide for times.
