Water and Wastewater Utilities - Pretreatment Program

Our Pretreatment Program is responsible for monitoring and controlling wastewater pollution from commercial and industrial sources within the City of Glendale. Overview

The City of Glendale’s Pretreatment Program officially began in 1983 as a requirement of the U.S. Environmental Protection Agency. The 1972 Clean Water Act and the 1978 Federal General Pretreatment Regulations are the basis of this requirement. The five different municipalities discharging into the 91st Avenue treatment plant located in Phoenix were required to initiate a Pretreatment Program as a condition of the NPDES (National Pollutant Discharge Elimination System) permit issued to that facility. These five municipalities comprise the Sub Regional Operating Group (SROG) that jointly own the 91st Avenue treatment facility and are responsible for ensuring compliance with all Federal Pretreatment regulations.

Specific objectives of the Pretreatment Program are:

  • Prevent interference in wastewater treatment processes at our POTWs (Publicly Owned Treatment Works).
  • Prevent pass-through of pollutants from treatment works into receiving streams.
  • Prevent contamination of treatment plant sludge to allow for land application and/or landfilling.
  • Protect the health and safety of sewer and treatment plant workers.

The program’s objectives are met by educating and assisting local businesses in understanding their responsibilities under Glendale City Code and federal pollution control requirements.

Significant Industrial Users Permitting Program

Discharge permits are issued to significant industrial users. The permits are valid for three years and list certain requirements and conditions that must be met in order to continue to discharge wastewater into the City sewer system. These requirements include controlling the quality of their discharge by installing appropriate treatment systems that will “pretreat” their effluent prior to discharge to the sewer system. Please refer to City Code Section 33-232 for a listing of the Significant Industrial User requirements.

Significant Industrial Users (SIU) include:

  • All users subject to Federal categorical pretreatment standards under Title 40 of the Code of Federal Regulations
  • Any user that discharges an average of 25,000 gallons or more a day of process wastewater into the City sewer system
  • Any user that contributes a process wastestream which comprises 5% or more of the treatment plant flow

Any user designated as such a SIU on the basis that it has a reasonable potential to adversely affect the treatment plant operation or violating any pretreatment standard or requirement
