Since 1995, the Neighborhood Partnership Office has evolved from a neighborhood grants program to a full-fledged city initiative offering hands-on accessibility to all the functions of government. Glendale’s many diverse neighborhoods are encouraged to voluntarily register at no fee. In return for registering, a neighborhood can receive the following services free of charge:
- Neighborhood newsletter: We provide the editing, publishing and distribution of a neighborhood newsletter once each quarter, as requested by each registered neighborhood.
- Community contacts: We provide linkages for neighborhood leaders with community resources (faith-based organizations, businesses, schools, government departments) as well as connections to city resources.
- Grants and revitalization funds: We provide the opportunity to apply for neighborhood grant funds for neighborhood revitalization and general improvements (these are General Funds and not restricted to income eligible clients and/or areas of blight).
- Demographic data: We provide information about registered neighborhoods to other city departments via the Internet to allow them to research and coordinate the delivery of their programs and services with targeted accuracy.
- Design and over-site of projects: We provide assistance with the conceptual design of neighborhood improvement projects and overall construction management.
- Mediation services: We provide the services of professionally trained mediators to assist in resolving general homeowners’ association (HOA) & neighborhood issues.
- Organize neighbors: We assist neighborhood leaders in conducting meetings and developing “capacity” in neighborhoods.

- Glendale has 180 registered neighborhood groups (38,672 homes)
- 117 (67 percent) of these neighborhoods have been registered for five years
- Of these, 97 are homeowners’ associations and are eligible for all services offered by the Office.
