Steven Methvin, Assistant to the Mayor

Steven Methvin started with the city of Glendale in 1995 and joined Mayor Scruggs’ team in 1998. Prior to working in Glendale, Steven served as a senior manager with the Arizona Department of Transportation, where he received the Governor’s Spirit of Excellence award and as a procurement manager with Ford Aerospace in Newport Beach, CA.

As the assistant to the mayor, Steven works closely with Mayor Scruggs on local initiatives and her regional responsibilities. He is responsible for the daily administration of her office and staff, budget management and policy research. Steven also serves as the city’s liaison to Luke Air Force Base. Among his other military related duties, he coordinates the strategic policies of the West Valley Partners, a fourteen-member coalition of West Valley elected officials brought together to protect the mission of Luke AFB.

Steven is a second-generation Arizonan. He holds a Master’s degree and a Bachelor’s of Science degree in business from Arizona State University. He serves on the board of directors for The Bead Museum in Historic Downtown Glendale and supports several Valley non-profit organizations.


Rob Bohr, Senior Management Assistant

Rob Bohr has worked as a Senior Management Assistant in Mayor Elaine Scruggs’ Office since May 2006. He conducts research and provides policy information for Mayor Scruggs. He works with the Mayor on several special projects, including her weekly Office of the Mayor Bulletin, other writing assignments and Glendale Today, a show that airs on Glendale Channel 11. Rob serves as the liaison to the Glendale Mayor’s Youth Advisory Commission, a group of 50 high school students throughout Glendale that plan and implement community service projects and provide input on youth-related issues. Rob also responds to the questions and concerns from Glendale citizens who contact the Office of the Mayor.

Rob grew up in northeast Iowa and relocated to Arizona in 2001. He holds a Master’s of Public Administration degree from Northern Arizona University and a Bachelor’s degree from the University of Northern Iowa. Prior to working for the city of Glendale, Rob worked as a community revitalization specialist for the city of Mesa. Rob has also worked as a research intern with the Arizona House of Representatives.


Anne Finch, Management Aide

Anne Finch joined the city as a senior secretary at the City Court before transferring to Mayor Scruggs’ office in 2007.  She is responsible for scheduling meetings, coordinating interview requests and organizing speaking engagements for the Mayor.  In addition, Anne is responsible for writing proclamations, working with constituents on neighborhood issues and managing several special projects.

Prior to working for the City of Glendale, Anne served in various administrative support capacities for Costco, Del Webb Corporation and Valley National Bank.  She is currently attending Glendale Community College working towards a degree in business.  Anne is a native of the west valley.  She has been married for 27 years and has 3 children.
