Library - Petitions and Solicitations

POLICY:

The Glendale Public Library System recognizes the constitutional right of non-library, non-profit organizations and groups to assemble on public property.  Public libraries exist to provide educational, recreational, and research materials to the citizens who pay taxes to support them.  To that end, the interior spaces of the library are to be kept free from petitioners and or surveyors, so that citizens using the building can pursue their interest undisturbed.  The areas around the library buildings can be used by the public within the following guidelines.

REGULATIONS:

  1. Non-library organizations, political parties, or groups can assemble in areas that are outside the entrances to the library buildings.  Entry lobbies at all facilities are not available for use.  For profit businesses, colleges, etc. cannot have access to those areas even for the purpose of taking surveys or public attitudes or opinions.
  2. People, furniture, or equipment must not hinder entry and exit from the libraries.  Main Library—Placement of furniture or equipment must be along the east/west walkway from the parking lot to the auditorium doors.  The north/south walkway into the building must be kept clear for emergency exit so patrons can enter or leave with ease.  Failure to comply will result in expulsion from the grounds.  Foothills Brand and Velma Teague Branch staff should be consulted for petitioner locations on branch property.
  3.  No supplies, furniture, or equipment will be available from the library, nor will the library store any items overnight or for any period of time.
  4. The library reserves the right to permit groups whose activities closely relate to libraries to set up tables in the entrance lobbies for purpose of encouraging membership in the Friends of the Library or other such related organizations.
  5.  No parts of the buildings, including walls, columns, and lights, may be used to exhibit posters, notes, or printed information of any kind by authority of the Glendale Zoning Ordinance, Article 22.1, Section 77.4.
