Becoming a Section 8 Landlord

We appreciate your interest in learning more about becoming a landlord in our Section 8 Voucher program. The Section 8 Housing Choice Voucher program provides for a rental payment subsidy on behalf of an eligible client. The client (tenant) is responsible for the tenant portion of the rent.

The Glendale Community Housing program pays the subsidy amount directly to the landlord. The landlord/owner has certain responsibilities, which are established through federal program regulation. Please click on the links to the Participant Handbook and the Landlord/Owner Handbook, which will help you to understand your rights and responsibilities as an owner of a Section 8 property.

The Glendale Section 8 Housing Choice Voucher program complies with all Equal Opportunity requirements. CHD is in conformity with the Fair Housing Act, Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, and Title II of the Americans with Disabilities Act.

The Section 8 Housing Choice Voucher program is a three-way partnership between Glendale Community Housing, the landlord/owner, and the tenant. While Glendale Community Housing will enter into a contract with the landlord/owner, and the tenant, the lease is between the landlord/owner and tenant only, just as it would be in any renter/owner relationship. Glendale Housing is not a party to the lease.

To begin the process of renting your rental property through the Section 8 Housing Choice Voucher program, click on the link below to open and read the Landlord/Owner Handbook and the Participants’ Handbook. Then, click on the link for the Landlord "For Rent" Form, fill it out and return via fax to the Glendale Community Housing Office at 623/930-1064. Once your rental property is chosen by a Section 8 family, you will be contacted to complete the process, by providing copies of the deed, and the legal description of the property.

Notice to Section 8 Landlords Regarding Rent Increases:

Glendale’s Community Housing Division (CHD) is asking all owners to voluntarily defer rent increases at this time, even if their rent is reasonable.  Based on federal funding limitations and current financial shortfalls, an increase in rent may cause the CHD to terminate the family assistance and the Housing Assistance Payment contract.  While we regret having to inform you of this decision, we must take all steps necessary in this difficult economy to sustain the Glendale Section 8 Housing Choice Voucher program.
