The Code Compliance Department is responsible for ensuring compliance with city codes and ordinances. These regulations are local laws adopted by the Glendale City Council and represent community standards.

These community standards have been established to promote health and safety, protect the community from blight and deterioration and enhance the livability of Glendale.

Code Compliance has primary enforcement responsibility for numerous city codes but also works in partnership with various departments to ensure both residents and businesses are in compliance with city code regulations.

Service Areas

Code Compliance ensures compliance with codes that generally pertain to vacant land and existing structures. The codes include regulations that apply to building fire, general nuisance, health and safety, property maintenance, rental property and zoning.

The codes are organized into four primary service areas:

  • General Nuisance
  • Property Maintenance
  • Residential Rental Property
  • Zoning

Case Generation

An active case can be generated by a call-in or written complaint or it can be staff-initiated. In all instances the city becomes the complainant.

Complaint generated cases are the first priority. When a code inspector inspects a property based on a complaint the inspection may be expanded to all properties on the block. Any city code violations that are visible from the public street or sidewalk are dealt with.

Staff-generated cases are the result of proactive inspections initiated by code inspectors or other city staff. These types of inspections can occur throughout the city.

Compliance Process

A violation is verified through a field inspection. If a violation exists a written notice is issued. Depending on the severity of the violation a courtesy notice or compliance order may be issued. The written notice identifies the violation and a timeframe for compliance.

The timeframe for compliance depends on the type and severity of the violation. In most instances, the timeframe for compliance is 2 to 10 days. If the violation is an imminent hazard the timeframe for compliance is immediate.

At the end of the initial timeframe a re-inspection is made. If the violation has been corrected the case file is closed. If the violation remains a final inspection notice is issued.

The city strives to work with all residents to ensure the best outcome, which is compliance with the code, but residents have the final responsibility to correct all violations found on their property.

Non-Compliance

If the violation is not corrected at the final inspection, court action may be initiated.

Repeat Offender

Persons who repeatedly violate city codes can be designated as a repeat offender. When this occurs these individuals face an expedited compliance process that involves the issuance of a criminal citation.

Court Action

A great deal of emphasis is placed on obtaining voluntary compliance. However, if a responsible party fails or refuses to voluntarily comply with city codes then a citation is issued. Depending on the circumstances the citation may be civil or criminal.

Community Outreach

In an effort to increase public awareness of established community standards Code Compliance staff actively works with citizens and neighborhood groups to provide public education on city code requirements.

The City encourages citizen involvement in identifying and reporting code violations. By doing so, conditions that contribute to blight and deterioration are eliminated. The result is a clean, safe community and desirable place to live.
