Following the City Council’s annual goal setting retreat, Glendale’s unique and customized business model and operational flow chart serve as the foundation for annual review of services, programs and activities by the city’s Strategic Initiatives Group (SIG) with representatives from all city departments. Departmental business plans are developed with direct linkage to Council goals and the budget. SIG then aggregates the plans into a citywide vision of where we are and where we want to go through structured teamwork and open communication.
