City of Glendale - Community Action Program

The City of Glendale, Community Action Program (C.A.P.) has moved to:

About Us

The Glendale Community Action Program (CAP) helps citizens become self-sufficient while they are experiencing a financial hardship or crisis in their lives.

Our Mission

To provide responsible and efficient support services that foster self-sufficiency and emotional stability when individuals or families are experiencing a financial hardship or major life crises.

Four Basic Requirements:

  • Glendale resident
  • Proof of gross income for the past 30 days
  • Social security cards and proof of birth dates for each member of the household
  • Meet Federal Poverty Income Guidelines

Services for those meeting basic CAP requirements:

  • Utility Assistance - Temporary assistance with utility bills. Please call (623) 930-2460 to schedule an appointment.
  • L.I.H.E.A.P (Low-Income Home Energy Assistance Program)

Homeowners:

  • URRD(Utility Repair, Replacement and Deposit Program)
  • WEATHERIZATION(Home Repair Program)
  • Rent/Mortgage Assistance-Assists with one month’s rent or mortgage payment.  Please call 623-930-2460 to schedule an appointment.
  • First Month’s Move-In Costs-Assists those in need of first month’s move-in costs and utility deposits.
  • Telephone Assistance-Assists those in need of monthly assistance with telephone bill based on medical need.
  • Rent or Property Tax Credit-For applicants 65 years or older or 18 to 64 years old receiving SSI. This program provides a rebate on a percentage of rent or property tax paid.
