Glendale Announces Start of Homeless Prevention
and Rapid Re-Housing Program
The Homeless Prevention and Rapid Re-Housing Program (HPRP) is a new federal program whose purpose is to provide homeless prevention assistance to households, at or below 50 percent of area median income, who would otherwise become homeless. This includes short-term rental and utility payment assistance for Glendale residents who meet all the eligibility requirements.

You must attend the educational workshop to obtain an appointment to determine eligibility for benefits. You must bring the following items to the workshop to be considered for benefits:
- Demonstrate proof of Glendale residency
- Social security cards for each member of the household
- Proof of birth for every household member
- Past due eviction rent notice
- Past due electric, gas or water bills

Additional Information on HPRP:
As a direct grantee, Glendale has been allocated $914,122 through HUD. The HPRP is focused on housing for homelessness and at-risk households. The program is being implemented through CAP. This is one-time money that has been allocated to Glendale as part of the ARRA legislation. Glendale’s program targets two populations of persons facing housing instability:
- Individuals and families who are currently in housing but are at risk of becoming homeless and need temporary rent or utility assistance to prevent them from becoming homeless or assistance to move to another unit (prevention), and
- individuals and families who are experiencing homelessness (residing in emergency or transitional shelters or on the street) and need temporary assistance in order to obtain housing and retain it (rapid re-housing).
Those that need assistance beyond the three months will be assisted through the HPRP case manager.
